The binaries for the i2b2 import tool V 2.0 are available for various platforms:

Installation
After extracting all files to a arbitrary directory, simply start 'IOE' (make executable) or 'IOE.exe' respectively. You should see a similar windows to this one.
Configuration
First, you may want to add a 'staging server' to import data into.
