This can be reproduced in the i2b2 testing environment.

Tested with the latest web client build (1.7.08.0001) and it appears to be working correctly. The "Not" now appears correctly in all Groups.
Description
In release 1.7.07 a new feature was added that would display "Not" in front of each item when a panel is excluded (WEBCLIENT-163).
The issue is when you add a group and mark it for exclusion the "Not" doesn't display in the panel. Also, if you exclude Group 2 or 3 and scroll to the right you will notice the "Not" no longer appears in the panel. If you scroll back so that Groups 1, 2, and 3 are displaying then the "Not" will re-appear.
