New feature to flag observations

Observations can now be flagged as "favorite" (starred) by clicking on the star icon. Clicking again to unstar it. Starred observations are yellow in color.

Observations that are automatically flagged as "already read" when user opens it in detailed popup. Read observations are gray in color.
