New ontology metadata loader plugin

Develop a new ontology tool to load metadata terms. Available metadata ontologies are available on gitHub. This tool exists as a plugin on the workbench. It accesses and presents the gitHub metadata catalog to the user. The user then is able to select and load ontologies for installation on their project.
