Term "Info" incorrect for "inactive" leaves

    Description

      In the weblclient in 1.8.1, and if I remember, going back to 1.7.12a also...

      When viewing an *inactive* leaf in the "Term Info" area, i2b2 Webclient reports that the leaf is a "draggable leaf" and can be used in a query. That is not a true statement. Inactive leaves are not draggable.

      See the attached image for the inactive leaf that is being used for the "version number" in the ACT ontology. It is reported to be "draggable."

      The webclient can differentiate between draggable and non-draggable when it comes to folders vs. containers, but is ignoring the draggable/non-draggable flag for leaves.

      Analysis:
      Possibly, the webclient is ignoring the 2nd character in the 3-character "visual attributes" token? It knows C is non-draggable, but can it distinguish between "FA " and "FI "? It certainly is not distinguishing between "LA " and "LI ".

      This behavior was apparent to me, if I remember, back in v1.7.12a, too.

          Clarification: this bug affects _all_ "inactive" items, not just the "version numbers" for the ACT ontologies. For instance, this medication is depicted as inactive (greyed out), but the description in the webclient says it's draggable.
