Previous query having more than 3 group panels- Forward navigation arrows appear disabled

log into dev
drag and drop a query with more than 3 groups onto the query tool
observe the navigation bar at the bottom
Expected result: query having more than 3 group panels should have the forward navigation arrows enabled.
Actual result: the forward navigation arrows are displayed as greyed out( but funcitonal when you click on them). See the attached screen shot
