Admin tool unresponsive in IE11

    Description

      User cannot open some of the top-level folders when using the Admin tool in IE11, at least on Partners machines. The issue is that that Microsoft.XMLDOM ActiveX control is not working in i2b2.h.XPath. The object is always empty, so it’s not loading the ActiveX control.
