Admin uses last URL from PM_CELL_DATA in getAllDbLookups call

When you navigate to Manage Cells > Data Repository > DB-Lookup, the getAllDbLookups call is picking the last URL of the cell from PM_CELL_DATA.

When you have the SHRINE installed, you'll have two CRC entries, one with the project_path as / and one for the SHRINE i2b2 project. For example:

CELL_ID: CRC
PROJECT_PATH: /
URL: address of i2b2 CRC cell

CELL_ID: CRC
PROJECT_PATH: /Shrine
URL: address of SHRINE cell
