Admin tool login gives: Requires ADMIN role, please contact your system administrator.

Hi - I have admin accounts that that are set properly in the pm tables and none of them can log in to the admin tool. It only gives the error above. This is in a new i2b2 1.7.13 install

But I haven't been able resolve this yet. The webclient works fine and I see no related errors in the logs.

Any tips for further troubleshooting on this?
