Hierarchical view turns off if there are >1000 results, even if only a few hundred are returned

For performance reasons, the hierarchical view turns off if there are >1000 results - however usually the maximum term limit to return is set below this. The result is that some domains get the hierarchical view and some do not, for queries like 'procedure' and 'and'.
