Occurs in Same Encounter behavior not working as expected

This may be a misunderstanding on my part, but I am expecting when I set query timing to SAME and panel time to ANY for all panels that it would behave the same as query time = SAME. If I put FEMALE into panel 1 and ASTHMA into panel 2 and then set the panel time to ANY, but query timing to SAME I get 0 patients.
