User role: Select any level except DATA_PROT
Ontology Term : 'Protected Health Information" with :
C_ProtectedAccess =N
C_OntologyProtection= NULL

Expected result: User should be able to view the Ontology term if Protected Access is not set for the Ontology Term irrespective of User role
Actual result: User is not able to view the Ontology term without any Protected access, for any User role ( except in Data_Prot)
