The PM Cell is down or the address in the properties file is incorrect.

    Description

      I get error PM service down on both admin and webclient. I changed the domain to i2b2demo in the i2b2_config_data.js, curl is enable in my php.ini, i2b2 user has the admin role.

      If I hit the PMservice directly I get "http://localhost:9090/i2b2/services/PMService/getServices"
