When any left panel is zoomed, it would make navigation much easier if all of the panels were accessible via tabs on top.

Ontology panel with tabs are not resize to browser resize.
resize button not in view after clicking on the individual tabs. |

i2b2_config_data.js has a new parameter startZoomed: true |
