Test Comments:
Tested with the latest web client build and it appears to be working correctly. The I.E. compatibility tag now appears in the <header> and has an end tag.

 Description   
The meta tag for IE compatibility is missing the end tag and is currently located above the header. It needs to be within the header to prevent issues that some browsers will have reading it.

The fix for this issue was included in the 1.7.06 release.

i2b2 version 1.7.06 was released on August 12, 2015.
