[WORKBENCH-8] Workbench: Upgrade to latest version of Eclipse - i2b2 JIRA

The version of eclipse used to develop, build and export the i2b2 plug-ins is being upgraded to version 4.3, also known as Kepler.

1.	Remove features and add Plugin capabilities to the Workbench Application	Done	Janice Donahoe
2.	Organize platform specific configuration files in eclipse plugin	Done	Taowei David Wang
3.	Remove features plugin from Workbench repository	Done	Janice Donahoe
4.	Clean up platform specific config files	Done	Janice Donahoe
