Updating the "Annotate" option is not reflecting on mouse hover

      This can be reproduced in the i2b2 test environment. When you annotate an item the new annotation is not displaying as the tooltip.

      The tooltip that displays is the one defined in the C_WORK_XML instead of the C_TOOLTIP column in the WORKPLACE table.

      STEPS TO REPRODUCE

      1. Right click on an item in Workplace.
      2. Select Annotate item.
      3. Change the text to display when hovering over the item.
      4. Save the changes.
      5. Hover over the item the workplace to display the tooltip.
      6. Notice the text you just entered is not displaying.

      This issue is happening in both the Web Client and the Workbench.

                    Steps:
      a. Navigate to https://www.i2b2.org/webclient/
      b. Access the “Workplace” section on the left pane
      c. Select any data folder , right click and select “Annotate”
      d. Enter any text and click OK
      Expected: After applying annotation, the folder should reflect the new annotation
      Actual: there is no change to the original folder name
