This issue can be reproduced in the i2b2 test environments and on the i2b2.org site.

Tested and verified that users can no longer change the panel timing on anchoring events.
Description
Currently in the web client when running a temporal query users are able to change the panel timing on the Anchoring observation panel.
For temporal queries the anchoring observations should always be "Items Instance will be the same".
Expected Behavior:
* Do not allow users to change the panel timing on the Anchoring observation panel.
* The default timing for the Anchoring observation panel will continue to be "Items Instance will be the same".
* The other panels in the event can be changed to "Treat Independently" or "Occurs in Same Encounter".
