Occasionally (and randomly) items in Find Terms by name are not draggable. In the new hierarchical view, this most frequently occurs in high-levels folders that are parents of search results. (For example, search for asthma in Diagnoses and occasionally Disorders of Lipoid Metabolism is not draggable.) My WEBCLIENT-302 fix seems to make this slightly worse but is still extremely random.
