      Tested with the latest server build and it appears to be working correctly.
      The correct information is being returned from the PM cell regardless of whether or not an admin user is associated with a project.

      If the user is an admin then the following is returned from the PM Cell.
                    <is_admin>true</is_admin>

      If the user is not an admin then the following is returned from the PM Cell.
                    <is_admin>false</is_admin>

    Description

      The PM Cell is not sending the admin role correctly if the user is not associated to a project. Even though the user is an admin the PM Cell is sending back isAdmin = false instead of true.
